This thesis entitled as “Social Services State Law: From aspirations to bills. A viewfrom the professional scope” is born from several concerns are related to my professionalpractice within the Public System of Social Services. It also comes from my experiencehaving a close role in the regulation of social services which arises from my interest in lawand social work, and for actively participate in the creation and passing of several regionallaws on social servicesAs it has been thoroughly studied, the adoption of the Spanish Constitution of 1978allowed it to turn the page on the charity model and led to a path made of rights in which thePublic System of Social Services emerged as the fourth pillar of the Welfare State. Maingroups from the academic, institutional, and professional field, and particularly from socialwork, are taking into consideration the need of having a State law on social services.
