Abstract

In this research, an exploration has been conducted on the factors that may be determinants to ensure the success of online citizen participation platforms. For this purpose, an analysis of two cases, the Irekia and Frena la Curva portals, was carried out. Citizen participation is one of the most important elements of new forms of government, an active and bidirectional communication channel between the state and citizens, a new way of understanding social reality through positioning, interaction, and deliberation among actors. In today's society, the vast majority of daily actions and procedures are carried out online through computers and mobile devices, and therefore, participatory processes can also be carried out online. In this sense, online citizen participation portals become the ideal tools for this interaction among actors to take place, since they guarantee universal access to the processes. Through the study of the cases, it has been possible to analyze and understand the functioning of the portals, their fundamental elements, participation modalities, and interaction among actors as the first part of the process. Then, an analysis of each of the factors that may determine success in each of the cases was carried out. The results show that participation, communication, accessibility, navigability, and usability are factors that may determine the success of an online citizen participation portal. It can be concluded, therefore, that by ensuring compliance with these aspects, satisfactory participatory processes for actors can be generated through fully operational and suitable tools for this purpose.
