Abstract

The Region of Murcia has suffered in recent months from torrential rains with devastating consequences for the territory, the economy, people and the environment. The effects of the weather phenomenon known as Isolated Depression at High Levels (DANA) in September mean that the red alert status is decreed for the first time in this autonomous community. The Autonomous Government and local governments are preparing to prevent the consequences of episodes of heavy rainfall, through concrete measures to mitigate possible damage. The different theories about managing a crisis situation bring us closer to a descriptive study of the stages through which this phenomenon goes through and the political, technical and communication decision-making processes. With this research, we describe the development of the crisis that originates the DANA in the Region of Murcia, from two perspectives of study: a political-institutional perspective and another instrumental perspective. The methodology used is a case study to check the previous theory on the institutional and instrumental management of a crisis situation. The results allow us to know whether the measures to manage a crisis situation by the responsible governments have been followed.
