Resumo

Tripartism is a basic principle of the ILO for the organization of labour relations, which has been key since its origins and constitutes one of its greatest successes. The ILO has for years tended to what has come to be called the hierarchy of conventions through the promotion of fundamental principles and rights at work through the campaign of ratification of fundamental and governance conventions. Convention No. 144 on the tripartite consultation of 1976, as a governance agreement, is considered a priority instrument because of its importance for the operation of international labour standards. Within this policy during the year 2019, it has claimed that Convention No. 144 achieve the integrity of ratifications of the Member States. The reality is that 78% ratifications have been achieved, so it is entirely presumable that such an objective is not finally achieved. Therefore, the convenience of redirecting the situation through other related instruments is invited to reflection.
