Abstract

Tourism in Mexico has emphasized the management of tourist destinations basing its offer on the creation of Integrally Planned (CIP) centers and the promotion of rural tourism. In 40 years of this model of tourism development, its contribution to reducing poverty, marginalization and social exclusion, central objective of Mexico's tourism policy is by far, far from what it seeks to achieve. This paper presents the first results for the case study of Mexico. Evidence benefits, conflicts and investment priorities in promoting tourism as a strategy against poverty in Mexico. By using geographic information systems (GIS) and data from the Council for Evaluation of Social Development Policy (CONEVAL) National Geostatistical Framework and Secretary of Tourism of Mexico, it provides an analysis of tourism policy based on the social gap index and one of the most dynamic CIP's in economic terms, the case of Ixtapa Zihuatanejo located in the State of Guerrero, where they have managed site tourism projects with different levels of impact and investment.
