Abstract
After the 2011 Organic Electoral Law act, a new electoral process was established for those spanish citizens residents abroad characterized primarily by the possibility of voting at the urns in Spanish Consulates and also as by the spread of the register vote. It is true though that, after holding two general elections, it can be concluded that the new procedure has increased the guarantees of the process, but on the other side it has also caused a significant decline in voter participation. This paper try to figure out whether introducing reforms in the voting procedure spanish residents abroad could facilitate the exercise of the fundamental right of political participation, such as restricting the scope of register vote in some aspects or the introduction of the e-vote.
