Resumo

The Spanish Chronicle of Constitutional Law on the year 2010 reviews the most significant legal events occurred during this period. The year 2010, as it was in 2009, has been the time of international recession. This situation has led to a large number of acts passed in economic and employment subjects. In this sense, we underline Real Decreto-ley 8/2010, of May 20, adopting extraordinary measures to reduce the public deficit. Among these measures we observe, for the first time under the constitutional regime of 1978, the decrease of civil servant's emoluments and, from the point of view of sociological politics, we find a set of measures which have entailed a change of direction in relation with the economic measures which have been taken until now. Likewise, in 2010, elections to the Catalonian Parliament have taken place and the Constitutional Court pronounced the very important Judgement No. 31/2010, of June 28, about the Statute of Autonomy of Catalonia which represents a fundamental landmark in the evolution of the territorial organization of the State and affects several subject matters, such as the concept of Nation, the linguistic rights, the competences of the Autonomous Communities and the territorial financing.
