Abstract

The approval of laws related to the labor and employment market, and economic distribution of the Social Security System was attributed to the National Government by the Spanish Constitution of 1978. Spanish Autonomic Communities can only implement the national policies related to these subjects.Policies related to the Welfare System are on the other hand of its own competence. The distribution of competences among National Government and Regional Governments after the Spanish Constitution of 1978 is all but pacific. The research proposed will focus in the distribution of competences under the Spanish territorial division and will summarize how it has been developed in the last twenty seven years.
