Abstract

According to numerous studies, quality of government (QG) is associated with levels of corruption and well-being in a society, but it is a concept without a clear or undisputed definition. For some, only government outputs should be considered, while for others, inputs, or how decisions are made, should also be considered. To contribute to clarifying the concept, we propose a new model of analysis that incorporates both inputs and outputs, as well as formal and informal institutions. The aim is to be able to operationalise this very abstract and debated concept by applying it empirically to the study of two Spanish regions, the Basque Country and Andalusia, with very different scores for quality of government as measured by outputs. Our results do not find the differences that would be expected between two regions with such different scores. One explanation for this is found in the excessive weight that measures of quality of government give to the perception of the quality of public services, a component that is greatly influenced by the level of social spending. We conclude that indices on quality of government have to adequately weight differences in levels of wealth among the societies being compared and consider existing inputs.
