Abstract

P erception of corruption in Spain has always been relatively high but it was quite close to the average of the EU countries. However, in the last 5 or 6 years, the perception of corruption has skyrocketed. In addition, concern about corruption, which has traditionally been negligible, climbed to second place in the ranking of public problems just after unemployment. These changes undoubtedly have had an effect on the level of political disaffection which has also reached historic leve ls in recent years. The only way to rebuild trust in the functioning of democratic institutions is to introduce substantive reforms to improve the responsiveness of these institutions and to fight corruption effectively.
