Abstract

This dissertation makes a proposal to make progress towards smart and strategic dynamics within the ambit of procurement activity of the public sector. Its approach is based on the premises of implementing e-procurement solutions, generating open procurement market information, identifying the main systems of structuring it and reusing it through big data software. Within this context, we analyse the legal elements, requirements and conditions to be taken into account, especially from a Spanish and European perspective, so that the use of technology does not become a mere instrumental innovation. On this basis, legal instruments are offered to overcome the less transparent procurement procedures and models and, in particular, to embrace a more compact, efficient and complete model for managing public procurement based on its digital transformation.
